What is BSE CPSE?
BSE CPSE is a thematic index that captures the performance of the central public sector enterprises that are listed on the Bombay Stock Exchange (BSE). It is a diversified index of 53 stocks that are owned to the extent of 51% or more by the central government. The BSE CPSE stocks span 13 sectors, namely, Power, Oil & Gas, Metal & Mining, Capital Goods, Finance, Transport Services, Tourism, Telecom, Agriculture, FMCG, Chemical & Petrochemical, Healthcare, and Transport Equipment.
This BSE CPSE index was launched on September 29, 2014, with the first value date as July 8, 2008, and with a base value of 1000. Since its inception, the S&P BSE CPSE share price has breached the levels of 1,500 at ~6.4x P/E multiples. The weighted average carbon intensity of the BSE CPSE index rounds up to ~ 3,260.
BSE CPSE is reconstituted semi-annually in June and December. The index value is calculated based on free-float market capitalisation value at the end of the day. The BSE CPSE index is calculated in two currencies: INR and USD. It has an index variant in the form of S&P BSE CPSE TR for both currencies.
S&P BSE CPSE index is managed and governed by S&P BSE Index Committee set up under Asia Index Private Ltd, which is a joint venture of S&P and BSE Ltd. The BSE CPSE index is suitable for benchmarking fund portfolios and launching of index funds looking for a liquid and investable exposure to CPSEs.
How is BSE CPSE calculated? How are stocks selected for inclusion in BSE CPSE?
The S&P BSE CPSE share price is computed by weighting its 53 stocks based on float-adjusted market capitalisation value, using the divisor methodology of the S&P Dow Jones equity indices. Index weight rebalancing is done semi-annually based on their free-float market capitalisation.
The securities must fulfil the following eligibility criteria to be included in the BSE CPSE index:
- Should be domiciled in India and listed on the Bombay Stock Exchange.
- Should be classified as a CPSE by the Ministry of Public Sector Enterprises.
- Should be owned to the extent of at least 51% by the central government or by any other CPSE.
- Should include only the common shares of the company.
- Should exclude public sector banks, as they aren’t classified as CPSEs.
- Should exclude companies that are classified in Z group by BSE, or feature on the GSM list, or objected to by the BSE’s surveillance department, or are suspended as of the rebalancing date.
The index value is calculated as follows –
Index value = Index Market Value / Divisor
Where,
Index Market Value = Price * Shares * IWF (Float Factor) *Fx rate
Divisor = Market Value / Index Value
The BSE CPSE index is reconstituted semi-annually in June and December, with the last trading day of April and October serving as reference dates. No additions are made to the S&P BSE CPSE index in between the rebalancing dates.

Should you Invest in the BSE CPSE index? Is the investment in BSE CPSE safe?
BSE CPSE index has generated negative annualised price returns in the past 5 years and only 2.15% in the past 10 years. Its annualised risk-adjusted returns ratio comes to 0.17 for a 5-year period, which barely improves to 0.29 for a 10-year time horizon. BSE CPSE’s projected P/E multiples stand at ~6.79x. However, the S&P BSE CPSE index offers very attractive dividend yields of 6.03%.
How has the BSE CPSE performed against the BSE 500?
BSE CPSE index has underperformed the BSE 500 index both over the past 5-year period and 10-year period by generating 3.96% and 6.52% total returns, respectively, v/s BSE 500’s 11.49% and 13.81% for the same time horizon. BSE CPSE index has, however, overperformed in the past year by returning 8.61% v/s BSE 500 index’s 0.66%. The S&P BSE CPSE index experiences relatively higher volatility levels.
How is the BSE CPSE index different from its NSE CPSE counterpart?
BSE CPSE index, launched in 2014 with 53 constituents, is far more diversified compared to its NIFTY CPSE counterpart, which was launched in 2014 with only 12 stocks. NIFTY CPSE has, however, outperformed the BSE CPSE index by generating 5.25% returns over the past 5-year period v/s negative returns earned by the BSE CPSE index.
