Tamil Nadu to Increase Singapengal Scheme Loans by 25%; Reserve 30% of Loans for New Members

The Tamil Nadu government has decided to broaden the Singapengal Entrepreneurship Credit Scheme by expanding cooperative lending to include youth and marginalised sections of society, in addition to members of self-help groups (SHGs), according to a The Hindu report.
The move aims to promote entrepreneurship through cooperative institutions by increasing access to credit for a wider group of beneficiaries. The State government is also planning to increase lending under the scheme by 25%.
Singapengal Entrepreneurship Credit Scheme Scope Expanded
According to The Hindu, the decision follows a review meeting of the Cooperation Department chaired by Tamil Nadu Chief Minister C. Joseph Vijay on July 2, 2026.
During the meeting, officials were instructed to:
Increase loans disbursed under the Singapengal Entrepreneurship Credit Scheme by 25%.
Expand the scheme to cover youth and marginalised sections of society, apart from SHG members.
Promote entrepreneurship through cooperative banks and credit societies.
Following the meeting, the Registrar of Cooperative Societies issued directions to the Tamil Nadu State Apex Cooperative Bank, District Central Cooperative Banks and Regional Joint Registrars to increase lending to priority groups, including women, youth and marginalised communities.
Cooperative Banks Directed to Increase Lending
The government has also issued operational guidelines to improve loan disbursement under the scheme.
The instructions include:
Ensuring at least 30% of loans across all categories are extended to new members.
Achieving the loan targets set for self-help groups.
Reviewing pending and rejected loan applications received by cooperative banks and credit societies.
According to the report, the allocation for the expanded scheme is expected to be announced in the upcoming Tamil Nadu Budget.
About Singapengal Entrepreneurship Credit Scheme
Ahead of the 2026 Tamil Nadu Assembly election, the Tamilaga Vettri Kazhagam (TVK) had promised to introduce the Singapengal Empowerment Scheme.
The party had proposed:
Supporting SHGs by facilitating repayment of their existing loans.
Providing interest-free financial assistance of up to ₹5 lakh to eligible SHGs.
Offering an annual grant of ₹5 lakh as a 100% subsidy to SHGs that transition into registered micro, small and medium enterprises (MSMEs).
The expanded entrepreneurship credit scheme aligns with the government's broader objective of supporting entrepreneurship through cooperative lending.
