Punjab Government Plans to Raise Dearness Allowance to 60% for 85,000 Employees

The Punjab government plans for an enhancement in the Dearness Allowance (DA) for approximately 85,000 government employees as said by Cabinet Minister Aman Arora on Friday, September 4, 2026, as reported on The Moneycontrol news report.  

The increase, from 42% to 60%, aims to align the DA distribution to match the Central pay pattern for employees recruited after July 17, 2020.  

This adjustment was revealed by Cabinet Minister Aman Arora and is pending final approval from Chief Minister Bhagwant Singh Mann. 

Pay Structure Alterations for Post-2020 Recruits 

The current change in the dearness allowance predominantly impacts employees who were recruited post-July 17, 2020. Their basic pay is derived from the Central government’s 7th Pay Commission matrix, whereas DA relies on Punjab’s pay pattern.  

The disparity arose from a transition to the Central pay pattern for new recruits after a December 2020 decision by the Punjab Cabinet. This move aims to address salary imbalances compared to employees hired before July 2020 who are on a relatively higher paying scale. 

Significance of the DA Increase 

This enhancement marks a substantial increase for post-2020 recruits who have been receiving Punjab’s DA at 42%. Minister Aman Arora highlighted that the new recruits do not benefit from the higher basic pay scales present in the Punjab-specific structure.  

Therefore, revising the DA was essential to partially offset the lower basic salaries of these employees in comparison to their pre-July 2020 counterparts.

Strike Threat and Government Response 

Amid the announcement, there’s ongoing tension as over 3 lakh government employees went on strike on August 27, 2026, demanding the release of pending 18% DA among other issues.  

They are threatening further collective leave on September 8, 2026, if disciplinary actions aren't revoked against those absent during the strike. The Punjab government calls for dialogue rather than confrontation, stressing the role of employees as pillars of effective governance.
