DGFT Automates Free Sale Certificate Issuance to Reduce Processing Time and Compliance Burden for Exporters

On September 1, 2026, The Directorate General of Foreign Trade (DGFT) introduced an automated system for issuing Free Sale and Commerce Certificates (FSC) to eligible exporters, as per The ANI news report.  

This initiative aims to streamline the approval process by reducing the need for manual scrutiny. 

Automated Issuance of Free Sale Certificates 

As of September 1, 2026, the DGFT has implemented an automated mechanism for issuing Free Sale and Commerce Certificates. This change is designed to minimise processing time and the compliance burden on exporters.  

Previously, applications were submitted online but required manual analysis and approval by the DGFT Regional Authority. 

The new system allows eligible applications to be automatically issued certificates, provided they meet the prevailing framework's conditions.  

This transition from manual verification to a system-driven workflow is expected to facilitate seamless, paperless processing and faster turnaround times for trade and industry. 

Manual Scrutiny for Certain Applications 

While the automated system will handle a significant portion of FSC applications, not all will be approved automatically.  

Applications that require verification or do not meet the automated processing conditions will still be routed to the concerned DGFT Regional Authority for manual scrutiny. Additionally, some automatically approved applications may be flagged for review under DGFT's risk management system. 

Benefits of the Automated System 

The automated issuance of Free Sale Certificates is expected to reduce avoidable manual intervention, making the process more efficient and predictable.  

However, the system retains the capability for verification of applications that require additional scrutiny, ensuring that all necessary checks are in place.
