Mukhyamantri Annapurna Yojana: Odisha Govt Approves ₹8,813 Crore to Boost Rice Distribution

The Odisha Government has approved a new food distribution scheme, Mukhyamantri Annapurna Yojana (MAPY), with an annual outlay of ₹8,813 crore, as per The Business Standard report.  

The decision was cleared by the state cabinet and will be implemented from 2026-27. The scheme expands the existing public distribution system by increasing the quantity of rice provided to eligible households. 

Increased Grain Entitlement 

Under MAPY, beneficiaries will receive an additional 5 kg of rice per person per month, free of cost. This is over and above the current allocation under the National Food Security Act (NFSA) and the State Food Security Scheme (SFSS). With this addition, total monthly entitlement rises to 10 kg per person. 

The scheme covers about 10.09 million families, accounting for nearly 32.85 million individuals. At present, 9.79 million families are covered under NFSA, while around 298,725 families fall under SFSS. 

Distribution and Financial Requirements 

To support the higher allocation, the state will require around 164,000 tonnes of rice each month. On an annual basis, this translates to approximately 1.97 million tonnes.  

The additional monthly expenditure is estimated at ₹734 crore, which aggregates to ₹8,813 crore for the full year. 

The entire cost will be borne by the state government through its budget. The expansion represents one of the larger state-funded additions to food distribution in recent years. 

Procurement and Subsidy Framework 

Odisha operates under a decentralised procurement system, where food grains are procured locally and supplied to the central pool. The Food Corporation of India (FCI) provides financial support based on allocations. 

For 2025-26, the Central Government has allocated ₹2.03 trillion towards food subsidies, including support for decentralised procurement states. Odisha’s food subsidy component is estimated at around ₹10,000 crore.

Conclusion 

The scheme increases per capita grain allocation across the beneficiary base and raises the scale of distribution. It also adds to the state’s expenditure on food support as it expands coverage under the existing system.
