Defence Ministry to Issue 5th-Gen AMCA Manufacturing RFP by Month-End

As per news reports, the government is preparing to take the next step in the development of India's indigenous 5th-generation fighter aircraft programme.  

The Ministry of Defence is expected to issue a Request for Proposal (RFP) in the coming weeks for the Advanced Medium Combat Aircraft (AMCA) project, a development that will move the programme closer to production and testing. 

The proposed fighter jet programme is valued at around ₹15,000 crore and is being executed through a new industry-participation framework that increases the role of private-sector companies in military aerospace manufacturing. 

Evaluation Process Reaches Final Stage 

Before issuing the RFP, the Aeronautical Development Agency (ADA) has been conducting assessments of the proposals submitted by shortlisted industry participants.  

As per news reports, it is indicated that technical, legal and commercial scrutiny of the bids is nearing completion. 

3 competing groups remain under consideration. Tata Advanced Systems is participating independently, while another bid has been submitted jointly by Larsen & ToubroBharat Electronics and Dynamatic Technologies 

A third proposal has been put forward by Bharat ForgeBEML and Data Patterns. 

The final shortlist emerged earlier this year after authorities reviewed submissions from seven initial contenders seeking participation in the programme. 

Andhra Pradesh Emerging as Fighter Aircraft Development Centre 

Parallel to the bidder evaluation process, infrastructure development for the programme has already begun in Andhra Pradesh. Puttaparthi is being developed as the principal integration and testing location for the AMCA project. 

The planned complex will occupy approximately 650 acres and will house facilities for aircraft integration, systems validation and flight-testing activities.  

Within this development, a dedicated flight-testing zone will be established on nearly 150 acres adjoining the existing airstrip.

To support future production requirements, the state government has separately allocated around 300 acres for the selected manufacturing partner and associated supply-chain companies. The objective is to create a concentrated aerospace manufacturing ecosystem around the project. 

Dedicated Infrastructure Planned for Flight Trials 

Authorities are also undertaking upgrades to aviation infrastructure required for testing advanced combat aircraft.  

Plans include extending the existing runway to 10,000 feet, enabling operations of high-performance fighter platforms during developmental and certification stages. 

In addition, a specialised flying zone is being planned with independent air traffic management facilities, navigation systems and weather-monitoring infrastructure.  

These facilities are expected to support continuous testing and evaluation activities once prototype aircraft enter flight-trial phases. 

The foundation stone for the Core Integration and Flight-Testing Centre was laid on May 15 by Defence Minister Rajnath Singh and Andhra Pradesh Chief Minister N. Chandrababu Naidu.

Conclusion 

With bidder evaluations nearing completion and infrastructure development already underway, the AMCA programme is entering a critical phase. The expected RFP issuance will bring India’s fifth-generation fighter aircraft project a step closer to manufacturing, testing and eventual induction into service.
