The Department of Posts will restart all categories of international postal services to the United States from October 15, 2025. Postal services were earlier stopped on August 22, 2025, after new import duty rules were issued by the U.S. government.
India Post had suspended shipments to the U.S. following Executive Order 14324, which ended the de minimis exemption that allowed duty-free entry of goods up to $800. The new rules required postal operators to collect and remit import duties to U.S. Customs before dispatching shipments.
Due to the absence of a system to meet these requirements, India Post temporarily stopped accepting parcels and other categories of mail.
Postal services are being resumed after India Post developed a Delivery Duty Paid (DDP) system in line with the U.S. Customs and Border Protection (CBP) guidelines. Under this mechanism, the customs duty will be collected in India at the time of booking and sent directly to U.S. authorities through authorised intermediaries.
The duty rate has been fixed at 50% of the declared Free on Board (FOB) value, while letters, documents, and gifts up to $100 will continue to be exempt.
India Post has confirmed that postal tariffs will remain the same. Customers will not have to pay any extra charges for duty processing or for using approved intermediaries. The department said that all shipments will continue to be handled at existing rates under the new arrangement.
All categories of international mail, EMS, air parcels, registered letters, and tracked packets can now be sent to the U.S. through any Post Office, International Business Centre, or Dak Ghar Niryat Kendra.
A U.S.-based logistics company, Yakit, has been appointed to collect and transfer duties to U.S. Customs. Postal circles have been asked to conduct awareness sessions for exporters about the revised process.
