HCL Technologies Ltd, through its software division HCLSoftware, has announced the launch of AI-powered Sovereign Collaboration solutions to secure business-critical infrastructure. The release, issued in Noida on 27 August 2025, highlights rising concerns around digital sovereignty, data privacy and the geopolitical risks of dependence on global hyperscalers and SaaS providers.
HCLSoftware said its Sovereign Collaboration platform is designed to provide digital independence and operational autonomy to governments and regulated industries. HCL Domino, already trusted by over 200 government agencies and state and local clients worldwide, plays a central role.

The solutions are built for regulatory compliance, meeting India’s data residency requirements and adhering to frameworks set by NCIIPC, CERT-In, the DPDP Act 2023 and GI Cloud (MeghRaj).
The company warned that Indian organisations dependent on foreign providers face risks such as compromised data sovereignty, SaaS service vulnerabilities, exposure through open source and foreign regulatory access.
HCL Domino 14.5 addresses these issues by guaranteeing data residency within national borders and ensuring autonomy through a single tenant model that maintains business continuity. Domino IQ, an AI powered by a sovereign LLM, further enables automation in secure environments without exposing sensitive data to external cloud AI.
