The Ministry of Road Transport and Highways has announced a revision in toll charges on sections of national highways that include structures like bridges, tunnels, flyovers, and elevated roads. The change comes through an amendment to the National Highways Fee Rules, 2008, as per a notification issued on July 2, 2025.

New Toll Calculation Formula

Toll will now be calculated based on the lesser of two values:

  1. 10 times the length of the structure(s) added to the rest of the highway section (excluding the structures), or
  2. 5 times the total length of the entire highway section.

Example of New System

If a highway section is 40 km long and entirely made of structures, the toll would previously apply to 400 km (10 × 40). Under the new system, it will apply to 200 km (5 × 40), as this is the lower of the 2 values.

The ministry clarified that the term "structure" refers to independent bridges, tunnels, flyovers, or elevated highway segments. These are typically high-cost infrastructure components with higher maintenance needs.

Previous Toll Structure

Under existing rules, road users were charged 10 times the standard toll rate for each kilometre of structured highway. This applied regardless of the total length of the highway section or other features.

A senior official from the National Highways Authority of India (NHAI) confirmed the revision, stating, “This move is designed to rationalise toll collection and provide relief to road users while maintaining a balance between infrastructure cost recovery and affordability.”

Conclusion

The revised toll rules reduce payable charges by up to 50% on certain highway stretches. The changes are applicable to highways with major structures and are expected to lower travel costs in these segments.
