Odisha Govt Hikes Grama Rakhis Allowance to ₹2,500 Per Month

The Odisha government has increased the monthly allowance for Grama Rakhis, or village guards, to ₹2,500 from ₹1,800. Chief Minister Mohan Charan Majhi announced the revision on Thursday, according to PTI reports.  

The hike follows demands raised by more than 18,000 Grama Rakhis, who had sought higher compensation for their duties in rural areas. 

New Attendance and Reporting Rules 

In addition to the allowance increase, the state has directed Grama Rakhis to report once a week to the police station under whose jurisdiction they serve.  

The requirement is intended to create a regular reporting structure and improve coordination between village-level personnel and police units. Officials said the system would also help track attendance and standardise engagement. 

Functions in Rural Law Enforcement 

Grama Rakhis assist police authorities in villages by supporting crime prevention, sharing local intelligence, identifying suspects and maintaining order.  

They are often the first point of contact for local residents in security-related matters, particularly in remote areas with limited police presence. Their familiarity with local communities and terrain is considered operationally relevant. 

Legal Basis and Policy Context 

Village guards in Odisha are appointed under the Odisha Grama Rakhi Act, 1967. The allowance revision and reporting framework are part of measures to strengthen rural policing and surveillance. The steps are aimed at formalising roles and improving administrative oversight at the village level. 

Administrative and Operational Implications 

The revised allowance is expected to provide additional financial support to Grama Rakhis. The weekly reporting mechanism is intended to improve information flow between village guards and police stations and establish a consistent record of engagement across districts.
