
The Maharashtra Housing and Area Development Authority has outlined a large-scale redevelopment plan covering multiple housing layouts across Mumbai. The initiative will span 12 MHADA layouts spread over 923 acres within the city limits.
According to MHADA Vice-President and CEO Sanjeev Jaiswal, the redevelopment will rehabilitate 75,445 residents currently living in these layouts. The rehabilitation process is expected to be completed within 5 to 10 years after construction begins.
The redevelopment will cover a dozen MHADA layouts located across different parts of Mumbai. These layouts together account for 923 acres, making this one of the largest coordinated housing redevelopment efforts undertaken by the authority.
Residents living in older MHADA colonies within these areas are expected to be rehabilitated as part of the project. The programme aims to address ageing housing stock while unlocking land potential within the city.
All redevelopment work will be executed through appointed construction and development agencies. MHADA will act as the special planning authority overseeing the implementation and planning process.
This structure is intended to centralise approvals while allowing execution through professional agencies. The authority will continue to retain control over planning norms, rehabilitation terms, and adherence to government housing policies.
According to MHADA, redevelopment work has already been awarded in certain layouts, while tenders have been invited in others. Proposals for the 250-acre Charkop layout and the 200-acre Gorai layout are expected to be placed before the state cabinet for approval in the near term.
Other layouts identified for redevelopment include Majaswadi, Bandra Reclamation spanning 98 acres, Abhyudaya Nagar covering 33 acres, SVP Nagar at 29 acres, Versova, Ramkrishna Nagar spread over 6 acres, Old MHB Colony, Borivali covering 26 acres, Motilal Nagar covering 143 acres, and Kamathipura, a 34-acre private layout.
Slum areas within these layouts are also included in the redevelopment plan. Eligible slum households will be provided 300-square-foot tenements in separate buildings within the same layout, as per current norms.
However, MHADA has indicated that in-situ slum rehabilitation models may need reassessment based on land constraints and planning feasibility. Additionally, under the state housing policy, 2025, the government is exploring a stronger push towards rental housing, including proposed amendments to the Act and the creation of a state rental housing portal.
