The Ministry of Electronics and Information Technology (MeitY) has issued an advisory to VPN providers and online intermediaries after detecting websites that display personal information of Indian citizens without consent. 

The ministry has warned service providers to block access to such platforms and has reiterated their legal responsibilities under the IT Act and associated rules.

Advisory on Websites Exposing Personal Data

MeitY has raised concerns over websites that disclose users’ personal details, including names, contact numbers, email addresses and residential information. 

Platforms such as proxyearth.org and leakdata.org were identified for enabling lookups of personal data simply through mobile numbers.

The ministry stated that these activities breach Indian data protection norms and pose risks to user privacy.

Concerns Around VPN-Based Access

The advisory also notes that these sites remain reachable through virtual private networks, which could help users bypass restrictions. 

MeitY has therefore instructed VPN providers and intermediaries to ensure their services are not used to access platforms that publish personal information without permission.

The ministry emphasised that allowing such access may expose service providers to compliance and liability issues.

Reminder of Legal Obligations

MeitY reiterated that intermediaries must follow due diligence requirements under the Information Technology Act, 2000 and the IT Rules, 2021.

These provisions prohibit the hosting, sharing or enabling of information that violates privacy, infringes on rights, or disrupts public order, national security or the sovereignty and integrity of India. 

The advisory underscores that non-compliance can lead to legal consequences.
