
On December 17, 2025, Railway Minister Ashwini Vaishnaw announced in the Lok Sabha that passengers travelling by train will incur charges for carrying luggage beyond the free allowance limits.
This move aims to streamline luggage management and ensure fair usage of space in passenger compartments.
According to the new guidelines, passengers in Second Class are permitted to carry 35 kg of luggage free of charge, with an option to carry up to 70 kg on a chargeable basis. Sleeper Class passengers enjoy a free allowance of 40 kg, with a maximum limit of 80 kg. For those travelling in AC 3 Tier or Chair Car, the free and maximum limit is set at 40 kg.
First Class and AC 2 Tier passengers can carry 50 kg free of cost, with a maximum limit of 100 kg. AC First Class passengers have the highest allowance, with 70 kg free and up to 150 kg on a chargeable basis.
Passengers carrying luggage beyond the free allowance must pay charges at 1.5 times the standard luggage rate. The maximum limit includes the free allowance, ensuring that passengers do not exceed the prescribed limits.

Trunks, suitcases, and boxes with dimensions not exceeding 100 cm x 60 cm x 25 cm are allowed in passenger compartments as personal luggage. Items exceeding these dimensions must be booked and transported in the brake van or parcel vans.
Merchandise items are not permitted in passenger compartments as personal luggage. Excess luggage beyond the prescribed limit is to be carried in the brake van, adhering to the maximum limit for booking in brake vans.
The new luggage guidelines by the Indian Railways ensure efficient use of space and fair charges for excess luggage. Passengers are encouraged to adhere to these limits to avoid additional charges and ensure a comfortable journey.
