Delhi to Stop Fuel Supply to Vehicles Without PUCC from December 18, 2025

Vehicles without a valid Pollution Under Control Certificate (PUCC) will not be allowed to purchase fuel at petrol pumps in Delhi from December 18, 2025, as per news reports.  

The decision was announced on Tuesday by Delhi Environment Minister Manjinder Singh Sirsa. Vehicle owners have been given a one-day window to ensure their certificates are valid before enforcement begins. 

Decision taken amid severe pollution 

This comes as Delhi continues to report poor air quality levels. The restriction has been notified under GRAP-IV, the highest stage of the Graded Response Action Plan.  

Under GRAP-IV, construction activities are suspended and entry of non-Delhi trucks and commercial vehicles is prohibited, except for those providing essential services. 

How Compliance will be Checked 

The fuel stations will monitor compliance using camera-based systems. Vehicles without a valid or updated PUCC will be denied fuel.  

Enforcement data point to widespread non-compliance. In September, 54,615 challans were issued for PUCC-related violations, making up about 17% of total traffic violations recorded by ground-level police personnel. 

Other Actions Cited by the Government 

Authorities said steps are being taken on multiple fronts. These include reducing landfill heights by around 15 metres, reclaiming nearly 45 acres of land, and installing over 2,000 pollution-monitoring units through the Delhi Pollution Control Committee. 13 pollution hotspots have been identified for focused action. 

Review of Vehicle Emissions 

The Commission for Air Quality Management recently held the first meeting of its Expert Committee for Delhi-NCR and neighbouring areas. The panel reviewed vehicle-wise emission levels, health impacts, and the readiness of electric vehicle infrastructure.

Conclusion 

With air quality remaining in the ‘very poor’ range, Delhi has moved to tighten enforcement by restricting fuel access for vehicles without valid PUCCs under existing GRAP-IV measures.
