8th Pay Commission Extends Memorandum Submission Deadline to May 31, 2026

The 8th Pay Commission has extended the deadline for memorandum submissions to May 31, 2026, following a request from the NC-JCM.

The 8th Pay Commission has announced an extension for the submission of memoranda, moving the deadline from April 30, 2026, to May 31, 2026. This decision follows a request from the National Council - Joint Consultative Machinery (NC-JCM), which represents central government employees. 

Submission Guidelines and Procedures 

Despite the extension, the Pay Commission has specified that all submissions must be made exclusively through the designated online link.  

The Commission has declined the NC-JCM's request to allow submissions via PDF, MS Word, or physical copies. The last date for submissions is May 31, 2026, which falls on a Sunday. 

Additionally, authorised officers from ministries, departments, and Union Territories can submit their suggestions and memoranda through a structured format under the 'Ministry/Department/Union Territory category'. 

NC-JCM's Request and Key Discussions 

The NC-JCM had requested an extension due to difficulties faced by various organisations and pensioner associations in submitting their requests online.  

The consultation process for the 8th Pay Commission began with stakeholder discussions in New Delhi from April 28 to April 30, 2026.  

The Chairperson, Ranjana Prakash Desai, met with NC-JCM representatives to discuss key issues.

Demands and Proposals 

A significant point of discussion is the demand for a 3.83 fitment factor, which could raise the minimum basic pay to ₹69,000 from the current ₹18,000 set by the 7th Pay Commission.  

The fitment factor is a multiplier used to calculate revised basic pay, and changes to this number can lead to substantial salary increases. 

The NC-JCM has also proposed a 6% annual increment, 2 additional increments at the time of promotion with a minimum benefit of ₹10,000, and one month's wages as gratuity, among other benefits. 

Conclusion 

The extension of the memorandum submission deadline by the 8th Pay Commission provides additional time for stakeholders to present their proposals. The discussions and demands, particularly regarding the fitment factor and salary increments, highlight the ongoing negotiations between the government and employee representatives.
