
The Competition Commission of India (CCI) has dismissed a complaint against Roppen Transportation Services Pvt. Ltd., the parent company of ride-hailing platform Rapido, after finding no prima facie case of abuse of dominant position under the Competition Act.
As per PTI reports, the order was issued on May 22, and the matter has been closed under Section 26(2) of the Act.
The complaint was filed by Uttarakhand-based Hito Hit Solutions, an on-demand transport aggregator. It alleged that Rapido was allowing private 2-wheelers to operate as bike taxis in the state and was offering rides at rates lower than those prescribed under applicable regulations.
According to the complainant, the use of private vehicles reduced expenses linked to commercial permits, insurance and taxes, allowing the platform to offer lower fares.
It was further alleged that such pricing affected the ability of smaller operators to compete in the market.
The CCI noted that several concerns raised in the complaint related to transport regulation, licensing requirements and compliance under the Motor Vehicles Act, 1988. The Commission said such matters fall within the jurisdiction of the relevant transport authorities and are outside the scope of competition law.
The regulator also declined to examine allegations concerning GST payments, transport authority taxes and commission structures. It observed that these issues do not directly fall within the framework of competition law.
One of the key allegations was that Rapido was engaging in predatory pricing. However, the Commission noted that the fares charged by the platform appeared to be within the maximum rates prescribed for contract carriage services by the Uttarakhand Transport Commissioner.
The complainant had also questioned Rapido’s zero-commission model in the auto-rickshaw segment and sought an examination of its tax collection practices.
The Commission did not find sufficient grounds to proceed with these claims under competition law.
Founded in 2015, Rapido operates bike taxi, auto-rickshaw and cab services across multiple cities. Earlier this month, the company raised $240 million in a funding round led by Prosus.
The startup has raised around $1.5 billion in funding so far from investors including Accel, WestBridge Capital and Nexus Venture Partners.

The CCI concluded that the material placed on record did not establish a violation of Section 4 of the Competition Act. With no prima facie evidence of anti-competitive conduct, the regulator ordered the complaint to be closed.
