New PAN Card Application Rules: Mandatory Documents from April 2026

Starting from April 1, 2026, new PAN card applications in India will undergo significant changes. Applicants will need to provide additional documents along with Aadhaar for verification, marking a departure from the previous Aadhaar-only system.
Aadhaar-Only Applications No Longer Accepted
From April 1, 2026, Aadhaar-only applications for PAN cards will no longer be accepted. The new rules, announced by the Common Services Centres (CSC) under the Ministry of Electronics & IT, require applicants to submit multiple documents. This move aims to enhance the accuracy and verification process for PAN card issuance.
Mandatory Documents for PAN Application
Applicants will need to provide additional proof documents, including a birth certificate, voter ID, class 10 certificate, passport, driving licence, or affidavit (magistrate).
These documents will complement Aadhaar to verify an applicant's identity, ensuring greater alignment with their official records.

Ensuring Consistency with Aadhaar
In a significant procedural update, only names matching the Aadhaar details will appear on the PAN card.

Alongside the new documentation requirements, the government will introduce new PAN card application forms.
These new forms will replace existing ones and be compulsory starting April 1, 2026, necessitating that applicants use the correct form to ensure successful processing.
Changes in Income Tax Draft Rules
The Income Tax Department's new draft rules will also see a change in the threshold for quoting PAN during certain transactions.
The new rules raise the limit for quoting PAN for property transactions from ₹10 lakh to ₹20 lakh, and for vehicle purchases only if exceeding ₹5 lakh. Hotel payments now require PAN above a threshold of ₹1 lakh.
