The Federation of National Postal Organisations (FNPO) has submitted a detailed memorandum to the 8th Central Pay Commission, proposing a sweeping overhaul of salary structures for Department of Posts employees. The recommendations, submitted on April 20, 2026, call for a significant upward revision in pay, allowances, and career progression frameworks.

The move comes as part of the Commission’s ongoing consultations with stakeholders to finalise wage revisions for central government employees.

₹1.12 Lakh Basic Pay Proposal For Postman Cadre

A key highlight of the FNPO’s submission is the demand to increase the basic pay for Postman and Mail Guard cadres to ₹1,12,000, compared to the current ₹25,500 under the 7th Central Pay Commission.

The proposed revision is based on a fitment factor of 3.83, which the federation suggests should be applied across all levels. The memorandum outlines a revised pay matrix, with Multi-Tasking Staff (MTS) proposed at ₹69,000 and Postal Assistants at ₹1,35,700, while higher supervisory roles could see salaries exceeding ₹2,15,100.

According to the FNPO, these changes better reflect the evolving responsibilities of postal employees, particularly in areas such as financial services, logistics, and public welfare scheme implementation.

Demand For Higher Increments And Structural Reforms

Beyond basic pay, the federation has proposed raising the annual increment rate to 6% from the current 3%. It argues that the existing structure fails to keep pace with inflation and leads to stagnation in real income growth.

The memorandum also flags disparities between direct recruits and promotees, urging strict implementation of “equal pay for equal work.” Additionally, it calls for reforms in promotion policies to improve career progression, especially for employees in lower and mid-level cadres.

Broader Discussions On Pay And Pension

The 8th Pay Commission is simultaneously reviewing wider salary and pension-related issues during stakeholder consultations being held in Delhi between April 28 and 30, 2026. These discussions are expected to shape the final recommendations, which will subsequently require government approval before implementation.
