Who Can Submit Representations to the 8th Pay Commission?

Eligible participants include central government employees, personnel from the All India Services, defence forces, Union Territory employees, pensioners, staff associations, unions, and various government ministries and departments.
Representations can also be submitted by employees of regulatory bodies (excluding the RBI), the Indian Audit and Accounts Department, and judicial officers and staff serving in courts where expenditure is borne by Union Territories.
The objective is to gather comprehensive feedback from all affected groups before finalising recommendations.
Online Submission Only; No Hard Copies Accepted
The Commission has clarified that submissions will be accepted exclusively through its online portal. Hard-copy documents, emails, PDFs, and other offline submissions will not be considered.
Eligible individuals, associations, and designated nodal officers must submit their memoranda in the prescribed format under the relevant category on the official portal.
The online-only process is intended to streamline the review of representations and ensure uniformity in submissions.
What is the 8th Pay Commission's Mandate?
The 8th Pay Commission was constituted by the Government of India on November 3, 2025. Its primary role is to review and recommend revisions to pay scales, allowances, pensions, and other service-related benefits for central government employees and pensioners.
