Starlink, the satellite internet service owned by Elon Musk, has confirmed that its India operations will store all network data, traffic, and related details locally, with no domestic user traffic mirrored on foreign servers. The assurance was provided by Minister of State for Communications Chandra Sekhar Pemmasani in Parliament on Thursday through a written reply in the Rajya Sabha.
"Security conditions, inter-alia, include the establishment of earth station gateway(s) in India for providing satellite-based communication services with no user traffic originating from or destined for India to be routed through any gateway located outside India, no copying and decryption of the Indian data outside the country, and the Indian user traffic is not to be mirrored to any system/server located abroad," Pemmasani said.
Elon Musk-backed Starlink has become the 3rd satellite communication operator in India to receive all the necessary approvals to offer commercial broadband services. The company follows Bharti-backed Eutelsat OneWeb and the Reliance Jio-SES joint venture in securing its license. Starlink was granted its GMPCS permit last month, positioning it to compete in India's rapidly growing satellite internet market.
The Indian space agency, IN-SPACe, has approved Starlink's first-generation satellite network, a constellation of 4,408 low-earth orbit (LEO) satellites, to offer satellite communication services in India. This network, known as Gen 1, is capable of providing a total throughput of 600 Gbps across the country.
The minister, meanwhile, said the satcom sector is expected to generate employment as it is an emerging area. "Satellite-based communication services are an upcoming area and, as any new economic activity would do, it is also expected to generate employment in the country, as it involves, inter alia, the installation, operation and maintenance of the telecom network including user terminal equipment," Pemmasani said in his reply.
As per the news reports, for its services to launch in India, Starlink must acquire spectrum from the government and build out its ground infrastructure. 2 other major global satellite communication companies, Amazon Kuiper, owned by Jeff Bezos, and Globalstar, a partner of Apple, are also awaiting approval from the Indian government to begin operations.

With full regulatory clearance, advanced LEO satellite capabilities, and strict data security commitments, Starlink is positioned to be a major player in India’s satcom expansion, offering both connectivity and economic opportunities as the sector scales rapidly.
