DoT Extends Mandatory Broadband Gear Testing Deadline to December 31

DoT has extended the deadline for mandatory security testing of fibre broadband equipment to December 31, 2025, keeping certification voluntary until then.

The Department of Telecommunications (DoT) has moved the deadline for mandatory security testing of optical fibre-based broadband equipment to December 31, 2025. The National Centre for Communication Security (NCCS), which oversees the process, confirmed this in a notification dated August 29, 2025. Reports suggest that this is the third extension so far.

Voluntary Certification Window

Until the new date, Optical Network Terminals (ONTs) and Optical Line Terminals (OLTs) will remain under the Voluntary Security Certification (VSC) framework. No administrative or evaluation fees will be charged during this period. From January 1, 2026, certification under the Communication Security Certification Scheme (ComSec) will become compulsory.

Equipment in Focus

ONTs are customer-side devices such as routers and modems used to deliver fibre broadband. OLTs are network-side systems that transmit and manage broadband traffic across optical fibre lines. Both categories of equipment fall within the scope of the testing process.

Industry Objections

Industry body VoICE, which represents domestic telecom gear makers, criticised the repeated postponements. Director-General R.K. Bhatnagar said the delay gives foreign vendors more time to operate in India without undergoing testing, while domestic manufacturers have already prepared for compliance. He also pointed to tariff discussions with the US as a possible factor.

DoT’s Response

The DoT rejected the claim that foreign players influenced the decision. Officials said the extension was provided to simplify the process and to resolve difficulties faced by Indian startups and MSMEs. The department noted that frequent software changes alter device identities, making it harder to test products without creating extra cost for companies.

Handling Source Code Issues

Foreign suppliers have raised concerns about data security during testing. NCCS clarified that companies can provide source code on their own media, which will not be copied. All temporary files will be deleted after testing.

Conclusion

The extension remains voluntary for the rest of 2025. From the start of 2026, all ONTs and OLTs will need mandatory clearance under ComSec.
