India’s BioE3 Policy is catalysing a new chapter in sustainable biomanufacturing by integrating biotechnology with artificial intelligence, receiving a strong response with over 2,000 project proposals. The initiative highlights India's ambition to become a global biomanufacturing leader.
The BioE3 Policy Biotechnology for Economy, Environment & Employment approved in August 2024, is now the cornerstone of India’s green and employment-centred growth strategy. Over 2,000 project proposals were received under the first DBT-BIRAC joint calls. Nearly 40% of these involve private startups through PPP models, illustrating a robust drive from India’s innovation sector. Academic institutions are contributing significantly, particularly in agri-biotech advancements.
BioE3 targets key domains like Carbon Capture & Utilisation, Smart Proteins, Enzymes, Precision Biotherapeutics, and Climate-Resilient Agriculture. These align with India’s Vision 2047. To support this multi-pronged development, the MoolankurBioEnabler Network is facilitating access to Bio-AI Hubs, biofoundries, and biomanufacturing centres, a grid that forms the backbone for scaling bio-innovation across sectors.

To counter brain drain, a proposal to launch 100 post-doctoral fellowships for Indian researchers abroad was reviewed. This strategic move aims to bring domestic talent back into the national research ecosystem, fostering long-term innovation capacity. “We must offer meaningful opportunities to attract our talent back,” stated Dr. Jitendra Singh.
Dr. Jitendra Singh emphasised inter-ministerial synergy to streamline strategic plans and avoid redundancy. All major science ministries were directed to align project reporting with the Principal Scientific Adviser for unified national outcomes. These coordinated efforts are designed to ensure that India’s scientific vision ties seamlessly with its developmental ambitions.
The BioE3 Policy is rapidly positioning India at the forefront of global biomanufacturing. With strong startup participation, institutional innovation, and strategic government oversight, India is laying the groundwork for a bioeconomy that supports environmental goals, economic growth, and employment opportunities.
