India Begins Work on AI-Native Telecom Rules, Partners with ITU on 6G

India hosted the 3rd meeting of the ITU Focus Group on AI-Native for Telecommunication Networks (FG-AINN) from June 11 to 13, 2025. The event was organised by the Telecommunication Engineering Centre (TEC), the technical arm of the Department of Telecommunications (DoT).
As per news reports, the sessions during the meeting included technical presentations on federated learning, AI in 6G, autonomous agents, and facial recognition-based SIM verification.
New Telecom Rules
India is preparing to draft new telecom rules designed specifically for AI-native networks. These networks are expected to handle real-time sensing, automated management, and on-demand services across sectors.
A senior DoT official, as per the reports, said AI would become a core element in how telecom networks operate and evolve, in line with the vision set out in ITU-R’s M.2160 document.
AI Development Projects
The Centre for Development of Telematics (C-DoT), IITs, and other R&D institutions are currently working on AI-based frameworks for telecom. IIT Jodhpur, in partnership with C-DoT, is setting up a real-time 5G and beyond testbed following ORAN standards.
Global Standards and Collaboration
India is contributing to global standards through organisations like ITU-T, ITU-R, and 3GPP. A letter of intent has been signed with ITU to jointly explore digital twin technologies for telecom infrastructure. The Focus Group FG-AINN, formed in July 2024, is responsible for identifying how telecom networks can be restructured to incorporate AI from the ground up.
Proposals and Nominations
During the event, India sought support from ITU member states to host the ITU Plenipotentiary Conference in 2030. It also requested backing for its continued membership on the ITU Council (2027-2031) and officially nominated M. Revathi for the role of Director of the ITU Radiocommunication Bureau (2027-2030).
