The Public Wi-Fi revolution in India under the PM-WANI scheme continues to grow, with the number of installed Wi-Fi hotspots reaching 3,91,599 as of November 26, 2025.
This surge results from strategic reforms that make participation more appealing for local entrepreneurs and service providers.
Approved on December 9, 2020, the PM-WANI scheme aims to broaden broadband access across India through a publicly accessible Wi-Fi network with minimal regulatory hassle.
Public Data Offices (PDOs), under the support of Public Data Office Aggregators (PDOAs), deliver seamless internet services to end-users. By November 26, 2025, the scheme achieved a coverage milestone of 3,91,599 active hotspots.
Several pivotal changes were introduced by the Department of Telecommunications on September 16, 2024, to increase network adoption. PDOs can now operate using a regular FTTH connection, cutting infrastructure costs. They may also aggregate multiple access points into a single backhaul connection to Internet Service Providers for increased efficiency.
Additionally, existing residential or commercial Wi-Fi setups can be integrated into the wider PM-WANI framework, enabling individuals to generate income from unused bandwidth. Roaming is now allowed across different PDOAs, ensuring uninterrupted services for users moving between networks.
The Telecom Regulatory Authority of India (TRAI), through its 71st amendment dated June 16, 2025, mandated that internet service providers offer FTTH plans up to 200 Mbps to PDOs at no more than twice the consumer tariff rate. This ruling keeps broadband costs for PDOs in check, further fuelling adoption.

As per Annexure-I, Delhi leads with 1,98,275 hotspots, followed by Uttar Pradesh with 47,549 and Maharashtra with 33,084. Even remote areas like Lakshadweep and Mizoram have initiated participation. All hardware and software under the scheme must comply with PM-WANI guidelines and are certified by CDOT.
The PM-WANI initiative continues to propel India towards universal broadband connectivity. With simplified participation, lower operational costs and widespread coverage, it promises a more inclusive digital future.
