The Odisha government has clarified that women students receiving annual scholarships or financial assistance of ₹18,000 or more from any state or central scheme will not be eligible for benefits under the flagship Subhadra Yojana, as per news reports.

The move aims to streamline the beneficiary list and prevent overlap with other welfare schemes providing financial aid.

Eligibility Restrictions under Subhadra Yojana

In a recent directive, the Women and Child Development (WCD) Department stated that women applicants above the age of 21, already receiving ₹18,000 or more annually through government schemes, will be excluded from Subhadra Yojana benefits.

The department has written to the Higher Education and ST & SC Development, Minorities and Backward Classes Welfare departments to share detailed data on such students for the financial years 2023–24 and 2024–25, excluding arrear-based disbursements.

Data Collection and Policy Review

The decision follows reports of grievances from students arguing that scholarship funds are mainly used for academic expenses rather than personal or family support. The WCD Department stated that this issue will be revisited once comprehensive data is received regarding the number of women students receiving government assistance exceeding ₹18,000 in a single year.

Exclusions Already in Place

So far, over one crore women in Odisha have received three instalments of ₹5,000 each under Subhadra Yojana. However, several categories have already been excluded from the scheme’s ambit, including:

  • 1,33,691 women farmers who sold paddy through procurement systems.
  • 36,702 beneficiaries owning vehicles.
  • 21,035 income tax payers.

These exclusions are intended to ensure that benefits reach those in genuine financial need.

The exclusion of students receiving substantial scholarships from Subhadra Yojana underscores the state’s focus on targeting welfare support effectively.
