The Odisha government has approved the creation of the State Institute for Transformative Initiatives (SITI-Odisha), drawing from the structure of NITI Aayog, as per media reports.  

The decision comes after the State Planning Board was dissolved on 18 July 2024, bringing an end to the earlier planning system used by the state for decades. 

Move Away from Conventional Planning 

The new body replaces the traditional planning model with a framework focused on policy inputs, data use, and coordination across departments.  

Officials said existing systems were less suited to current economic conditions and administrative demands. The new structure is intended to provide longer-term policy direction and support implementation. 

Composition of the Institution 

SITI-Odisha will function under the Planning and Convergence Department. The Chief Minister will head the governing council, which will include a vice chairperson, 4 full-time members, nine ex-officio members and 2 special invitees.  

A Chief Executive Officer from the IAS cadre will oversee operations, supported by programme directors for each sector. 

Areas of Work 

The institution will cover 6 areas: economy and finance, rural livelihoods, employment and urban development, innovation, energy transition, and natural resources including forests and mining.  

These sectors are linked to the state’s targets under Samrudha Odisha @2036 and the national plan for Viksit Bharat @2047. 

Monitoring and Data Systems 

A State Monitoring and Evaluation Office (SMEO) will operate within the new body. It will track progress using data tools, set performance indicators, and prepare regular reports. This is to improve tracking of schemes and allow departments to review outcomes at defined intervals. 

Coordination Across Departments 

SITI-Odisha will also support coordination between departments, especially in areas where policies overlap. It is expected to assist in aligning programmes and resolving administrative gaps.  

Work will include developing a state-level data system and improving reporting processes.

Conclusion 

The institution will focus on policy inputs, performance tracking, and inter-departmental coordination. It replaces the Planning Board with a revised framework for planning and review.
