
The Goa state government has announced a major restructuring of the Kera Suraksha Insurance Scheme to provide free insurance coverage for all coconut workers from FY 2025–26. Under the revised scheme, the entire premium contribution will be borne by the state government, eliminating any financial burden on beneficiaries.
This decision aims to improve enrolment and ensure social security for workers engaged in high-risk coconut-related activities. The move follows reports of poor participation under the earlier system despite multiple awareness campaigns.
Under the existing setup, registered coconut pluckers were required to pay ₹143 as their 15 % share of the annual premium of ₹956, while the Coconut Development Board (CDB) funded the remaining ₹813. Despite these subsidies, officials noted low enrolment, particularly among traditional climbers who face significant occupational hazards.
The financial contribution requirement was cited as a key barrier to participation. The revised scheme addresses this issue by removing the cost burden entirely for workers.
The revamped programme ensures that the state government will cover the entire premium amount as per rates periodically set by the CDB. Coverage will now extend beyond coconut pluckers to include all labourers involved in coconut cultivation and processing.
High-risk roles such as tree climbing, neera tapping, hybridisation and harvesting are explicitly included under the scheme. Workers engaged in peeling and de-shelling coconuts in small-scale industries across Goa will also benefit from the expanded coverage.
The insurance coverage remains fixed at ₹7 lakh per worker, or higher if revised by the CDB in future. This initiative is expected to provide strong social security support to thousands of workers who face hazardous conditions daily.
By removing financial barriers, the scheme aims to improve participation and reduce vulnerability among coconut workers. The decision also aligns with efforts to promote sustainable growth in Goa’s coconut sector by safeguarding livelihoods.
