
The Delhi government is preparing to introduce a digital welfare framework for construction workers, aimed at improving benefit delivery while addressing long-standing inefficiencies in fund utilisation and access.
As per PTI report, the Delhi Building and Other Construction Workers' Welfare Board (DBOCWWB) will roll out chip-enabled smart cards for registered workers.
This initiative will be supported by a digital cess management portal and physical access points such as Karmik Sewa Kendras and Labour Chowks, creating an integrated system for welfare distribution.
The proposed framework is designed to tackle structural gaps in the existing welfare ecosystem. The smart card will function as a portable identity, allowing workers, especially migrants, to access benefits across locations without repeated registrations.
The system also introduces safeguards against duplication and fraudulent claims through encrypted data linked to unique identification numbers.
Aadhaar-based verification and integration with national platforms like the e-Shram portal are expected to streamline processes, reduce paperwork, and speed up benefit disbursal.
By shifting from manual to digital processing, the initiative aims to create a more efficient, data-driven pipeline for welfare delivery.
A critical component of the system is the cess collected from builders, typically set at 1% of construction costs. These funds support welfare schemes such as pensions, insurance, healthcare, and education assistance.
The upcoming portal will enable end-to-end tracking of cess collection, from assessment to payment, potentially integrating online payment systems and improving compliance monitoring. Strengthening this financial backbone is expected to ensure more consistent and reliable funding for worker benefits.
Delhi currently has around 2.62 lakh active registered construction workers, while applications have reached nearly 19 lakh, indicating inefficiencies such as duplication or incomplete registrations.
The revamped system aims to eventually cover up to 30 lakh beneficiaries, including unregistered and migrant workers.
However, execution remains key. Challenges such as awareness gaps, digital infrastructure readiness, potential Aadhaar-related exclusions, and coordination across agencies will play a crucial role in determining the success of the rollout.
A phased implementation along with awareness initiatives is expected.
