The Ministry of Defence (MoD), through its Department of Ex-Servicemen Welfare (DESW), signed a strategic MoU with the Quality Council of India (QCI) on August 26, 2025, in New Delhi. This collaboration aims to digitise and improve the pension, healthcare, and support systems for 63,00,000 veterans and their families.

Partnership Focuses on Digital Enablement and Policy Improvement

This MoU will empower QCI to carry out digital evaluations, conduct impact assessments, and offer data-driven policy advice. DESW will provide access to essential data and streamline partnerships across state governments, Zila Sainik Boards, Armed Forces Headquarters, and empanelled hospitals. The collaboration also aims to reinforce state and district-level Sainik Boards to ensure seamless service delivery.

Enhancing Delivery of Key Veteran Services

Through this partnership, services including pensions, resettlement programmes, and healthcare initiatives will be strengthened. Special attention will be given to providing re-employment and entrepreneurship opportunities for retired defence personnel. This aligns with the broader goal of restoring dignity and value to veterans through streamlined benefits and proactive support systems.

Role of Technology in Uplifting Veteran Services

Dr. Niten Chandra, Secretary (DESW), highlighted the role of AI, digital platforms, and social media in improving outreach and operational efficiency. He mentioned that the use of technology would allow continuous system monitoring and real-time adjustments based on evidence, benefitting both administrators and service beneficiaries.

Senior Leadership in Attendance at Signing Ceremony

The MoU was exchanged between Dr. P.P. Sharma, Joint Secretary & OSD, DESW, and Shri Chakravarthy Kannan, Secretary General, QCI. The signing event was witnessed by senior officials from DESW, Kendriya Sainik Board, Ex-Servicemen Contributory Health Scheme, Service Headquarters, NABH, and QCI.
