India Tightens Sugar Stock Limits to 15 Days Amid Record Prices Ahead of Festive Season

Sugar traders and bulk dealers in India will have less room to hold inventories from September 2026, as per news reports. The government has decided that dealers using more than 10 metric tonnes of sugar a month can keep stocks for a maximum of 15 days.
The new rule will apply from September 1, 2026, to November 30, 2026, after an earlier 30-day limit failed to stop prices from moving higher.
Sugar Prices Have Surged
The all-India average ex-mill price reached ₹5,400-₹5,500 per quintal on Tuesday compared to about ₹3,900 a year ago.
Retail prices have also surged, reaching ₹52.30 per kg on August 18, 2026, against ₹46.34 a year ago.
Festive Demand Adds to Supply Concerns
The timing is important because sugar demand usually picks up between August and November. Ganesh Chaturthi, Dussehra and Diwali bring higher purchases from households, while biscuit and confectionery makers also buy more during the period.
The government is also looking at the availability of sugar for the 2026-27 season, which starts on October 1. As per news reports, opening stocks at 40-42 lakh tonnes, while some researchers expect only 32-35 lakh tonnes. Both figures are below the estimated domestic requirement of about 50 lakh tonnes.
Stocks Could Remain Tight
For the current 2025-26 season, total availability is estimated at around 320 lakh tonnes, against consumption of 285 lakh tonnes. After exports of about 7 lakh tonnes, closing stocks could be around 35 lakh tonnes.
Patchy rainfall and dry weather have also affected sugarcane crops, adding another concern for supplies in the coming season.
