Maharashtra Unveils Delta Act to Enable Blockchain-Based Land Tokenisation

Maharashtra is preparing the groundwork for a new law that could bring land and other immovable assets into the blockchain ecosystem, as per news reports. Chief Minister Devendra Fadnavis announced the proposed framework at the Global Fintech Fest 2026 in Mumbai. 

The initiative, referred to as the Delta Act, is intended to provide a legal structure for tokenising physical assets. Fadnavis said the state is working with experts across finance, technology, law and academia as it develops the framework. 

Maharashtra Working on Delta Act 

The proposed Maharashtra Digitization and Exchange of Land Token Asset Act would create a legal framework for blockchain-based tokenisation of land and other immovable assets. 

Fadnavis said expertise from SEBI, BSE, NSE, industry, technology, law and academia is being brought together for the exercise.  

He also said implementation would require cooperation between the Maharashtra government, the Government of India and relevant institutions. 

Land and Real Estate at Centre of Plan 

Fadnavis said a large amount of value remains locked in physical assets, particularly land and real estate. He estimated the opportunity linked to tokenisation could be around ₹50 lakh crore. 

He stressed that the government's approach is not about speculation. According to Fadnavis, the broader aim is to unlock capital, improve transparency and liquidity, and make dormant assets more productive. 

Maharashtra Wants to Lead in Fintech 

Fadnavis recalled that he had committed at the previous Global Fintech Fest to working towards making Maharashtra India's first tokenised state. He said the idea has since moved from the event stage into the government. 

He also described Mumbai as an emerging global fintech centre and said Maharashtra is building an ecosystem around AI, data centres, GCCs, startups, universities and advanced technology. 

AI and Security Also on State's Agenda 

Fadnavis said AI could give people greater control over financial decisions, citing possible applications such as financing guidance for MSMEs and financial advice for farmers in Marathi. 

He also stressed that citizens must remain in control when AI acts on their behalf, with accountability, consent, security and human oversight forming part of the approach. 

Maharashtra To Act as Fintech Test Bed 

The Chief Minister invited companies to treat Maharashtra as a laboratory for technologies across agriculture, healthcare, mobility, financial inclusion, fraud prevention and public finance. 

He said the state intends to test such solutions responsibly, deploy successful ones at scale and take them to global markets.

Conclusion 

The Delta Act remains at the framework-building stage, with key details of the proposed legislation yet to be disclosed. If taken forward, the initiative would place land and real estate at the centre of Maharashtra's push into blockchain-based financial infrastructure.
