
India and Australia have agreed to begin work on a Memorandum of Understanding (MoU) covering the provision of defence articles and defence services, signalling a further expansion of defence cooperation between the two countries. The decision emerged from the second India-Australia Defence Ministers' Dialogue held on 1 June 2026.
The dialogue brought together Rajnath Singh, Defence Minister of India, and Richard Marles, Australia's Deputy Prime Minister and Defence Minister, who reviewed progress achieved since the inaugural Defence Ministers' Dialogue held on 9 October 2025.
Alongside the proposed MoU, both ministers reiterated their commitment to a free, open, peaceful, stable and prosperous Indo-Pacific. They also emphasised the importance of freedom of navigation, freedom of overflight and uninterrupted trade in accordance with international law, including the 1982 United Nations Convention on the Law of the Sea (UNCLOS).
Maritime security featured prominently in the discussions. The two sides reviewed efforts to finalise the Joint Maritime Security Collaboration Roadmap and agreed to advance maritime domain awareness activities using patrol aircraft.
India and Australia also agreed to explore cooperation in undersea domain awareness and encouraged closer engagement between the Indian Coast Guard and Australia's Maritime Border Command. In the wider Indo-Pacific context, both countries expressed support for the Quad Indo-Pacific Maritime Surveillance Collaboration (IPMSC), which will initially be implemented in the Indian Ocean Region.
The ministers further welcomed India's operationalisation of the Indian Ocean Region programme under the Quad Indo-Pacific Partnership for Maritime Domain Awareness (IPMDA) through the Information Fusion Centre in Gurugram. Both sides agreed to work towards developing a Common Operational Picture across the Indo-Pacific region.
The ministers noted the growing scope of military engagement between the two countries. Exercise Austrahind is evolving to include a greater focus on amphibious combat and littoral manoeuvre operations. India also participated for the first time in Operation Render Safe 2026, while Australia was invited to take part in the submarine rescue exercise Black Carillon.
Looking ahead, the two countries welcomed India's enhanced participation in Exercise Talisman Sabre 2027. They also acknowledged the momentum created by Australia's first defence trade mission to India and the Australia-India Defence Industry Roundtable, both held in October 2025.
To deepen industrial cooperation, the two sides agreed to explore further engagement through the Joint Working Group on Defence Industry, Research, and Materiel.
Defence science and technology emerged as another area of interest, with both countries looking to explore cooperation in new fields, including sensor technologies. Australia also invited India to participate in the 2026 Australian Defence Science, Technology, and Research Summit.
On the training front, the ministers encouraged officials to finalise arrangements for deploying an Indian visiting instructor at the Australian Defence College during 2028-2029, reflecting efforts to strengthen professional military exchanges.

The latest dialogue highlighted the expanding scope of India-Australia defence ties, covering maritime security, military exercises, defence industry engagement, technology cooperation and training. The planned MoU on defence articles and defence services is expected to become another important pillar of the bilateral defence partnership.
