Government Plans to Allocate ₹45,000 Crore Toward Strengthening Railway Network Near Borders

India is preparing a railway investment plan of up to ₹45,000 crore (about $4.7 billion) for areas bordering China, Pakistan and Bangladesh, according to a Bloomberg report.
The spending is to be spread over the next 18 to 24 months. If implemented, the programme would account for roughly 22% of the railway infrastructure expenditure planned over the next 2 years.
Projects Across 6 States and the Northeast
The proposal includes new railway lines, additional tracks, platforms, and upgrades to existing routes. Punjab, Rajasthan, Himachal Pradesh, West Bengal, Assam, and several northeastern states are expected to be covered.
The projects are aimed at improving rail access in districts located close to the international border and increasing the capacity of the existing network.
The planned outlay is higher than the railway infrastructure programme reported last year, which involved projects worth about $3.4 billion in the Northeast, including rail lines, bridges and tunnels.
Rail Expansion Continues in Frontier Areas
The latest proposal follows several transport projects taken up in border regions over recent years.
These include 1,450 kilometres of roads along the Pakistan border, road upgrades near Doklam and the railway bridge connecting the Kashmir Valley with the rest of the country's rail network.
As per the report, around 1,700 kilometres of railway lines have been added across the Northeast over the past decade.
Advance Landing Grounds that had remained unused since 1962 have also been restored for aircraft and helicopter operations.
Focus on Capacity and Connectivity
The proposed works are expected to strengthen railway infrastructure in regions where terrain and weather often affect transport. The programme covers areas such as the Himalayan belt, the Siliguri Corridor, and the northeastern states.
Along with passenger services, the railway network also carries freight and other essential supplies to these regions.
Background of the Proposal
The proposal comes as infrastructure development continues across India's border regions. As per the report, the focus on these areas has increased following the 2020 border standoff with China, last year's conflict with Pakistan and political changes in Bangladesh.
China has also expanded transport infrastructure near its border, including airports, heliports and related facilities.

Conclusion
If approved, the ₹45,000 crore programme will support new railway construction and upgrades in border regions. The projects are expected to increase network capacity and improve connectivity over the next two years.
