The National Highways Authority of India (NHAI) has introduced a compensation mechanism for toll operators to offset shortfalls due to the newly launched FASTag annual pass for private vehicles. This policy ensures that revenue impacts are mitigated for agencies managing toll plazas.

Compensation Model Tied to FASTag Annual Pass Rollout

As per news reports, NHAI will reimburse toll operators for the revenue gap arising from the annual passes starting August 15, 2025. This payout will apply for an initial period of 3 months across 1,150 toll plazas. The calculation involves multiplying the number of eligible annual pass vehicles by the prevailing user fee. For return journeys, the rate is set at 1.5 times the standard toll charge.

Transaction Capping and Payment Frequency

The compensation is capped at 2 one-way trips per vehicle per day at a specific toll plaza. Operators with 3-month contracts will receive daily remittance adjustments, while those with 1-year deals will have weekly settlements. This system ensures fair revenue distribution while encouraging adoption of the digital toll system.

Annual Revenue Implications

The estimated fiscal impact on NHAI may reach up to ₹3,000 crore annually, depending on uptake levels. Around 3% to 4% of the 10% to 12% of private vehicles that cross toll plazas are expected to utilise the annual pass. In FY25, NHAI collected ₹72,931 crore through user fees, which highlights the scale of the toll ecosystem under management.

Policy Duration and Periodic Review

This compensation mechanism will apply to current toll contracts and upcoming bids invited within the next 3 months. NHAI will re-evaluate its strategy based on recorded usage data by mid-November 2025, or earlier if necessary.
