EPFO Union Objects to Deputed Officers on Cadre Restructuring Panel

The Employees Provident Fund Organisation officers’ union has raised concerns over the inclusion of deputed officers in the newly formed cadre restructuring panel set up on November 25, 2025. The union has urged the withdrawal of this provision, citing procedural and legal issues. 

EPFOA Requests Withdrawal of Deputation Clause 

The EPF Officers’ Association has written to the Central Provident Fund Commissioner Ramesh Krishnamurthi, asking for the removal of the deputation clause from the terms of reference of the cadre restructuring committee. The union stated that the inclusion of deputed officers contradicts earlier legal outcomes and undermines established organisational practices. 

The association highlighted that it had previously contested such appointments and secured a favourable judgement from the Central Administrative Tribunal in 2007. It added that another related case is under consideration before the Punjab and Haryana High Court. 

Past Disputes and Concerns Raised 

The union noted that the issue resurfaces whenever cadre restructuring is undertaken. During the 2017 restructuring exercise, the matter of deputation was revived by the then CPFC. The association emphasised that repeated attempts to introduce deputed officers risk affecting the functioning and identity of the organisation.

Questions Over Committee Approval 

The officers’ union expressed concern regarding the lack of clarity on whether the Central Board of Trustees approved the new panel or its terms. According to the union, this raises questions about adherence to due process. It argued that introducing deputed officers could affect the flexibility and performance that EPFO officers have maintained over time. 

The letter urged that the deputation clause be removed immediately and that no meetings be held until the issue is resolved.

The opposition from the EPFO officers’ union reflects ongoing concerns about the inclusion of deputed officers in cadre restructuring efforts. The matter remains under review, and further clarity on the committee’s terms and approval is awaited.
