Delhi Government Waives 100% Water Bill Surcharge in "Diwali Gift" Move

The Delhi government has announced a one-time waiver on water bill surcharges for domestic users, as per The Times of India. This is a part of a new amnesty scheme introduced this week, allowing residents to clear pending dues without paying penalties. The decision will lead to a write-off of around ₹11,000 crore in accumulated surcharges.

Full Waiver Till January 2026

Under the scheme, domestic consumers who pay their outstanding water bills by January 31, 2026, will receive a 100% waiver on late payment surcharges. Payments made between February 1 and March 31, 2026, will get a 70% waiver. The waiver applies only to domestic connections. Commercial and government properties are not included in the current phase.  Consumers can pay their bills through the Delhi Jal Board (DJB) website using their consumer number.

Outstanding Dues and Billing Concerns

The total unpaid amount owed to the DJB stands at ₹87,589 crore, which includes ₹7,125 crore as principal and ₹80,463 crore as late surcharges. Government data shows that about 1.6 lakh out of 2.7 lakh registered consumers have received inflated bills in recent years. Many stopped making payments after the pandemic, causing a drop in DJB’s collections.

Relief for Unauthorised Connections

The government has also announced a separate scheme for consumers with unauthorised water or sewer connections. The scheme, valid till January 31, 2026, will allow regularisation at lower penalties. 

Charges have been reduced from ₹25,000 to ₹1,000 for domestic users and from ₹61,000 to ₹5,000 for non-domestic users. Officials said this step is aimed at addressing the issue of connections that were left unregularised due to high fees or procedural delays.

PWD Minister Parvesh Verma said the scheme will not be repeated and urged consumers to use the current window to clear their dues.
