
Brazilian President Luiz Inacio Lula da Silva is set to hold bilateral talks with Prime Minister Narendra Modi in New Delhi, with cooperation on critical minerals and artificial intelligence high on the agenda, as per Bloomberg report.
The visit comes as both nations seek to strengthen their role as leading voices of the developing world amid rising geopolitical fragmentation.
As per the report, both sides are working toward a framework agreement on cooperation in critical minerals and rare earths, which could be announced after the leaders’ talks. Brazil holds the world’s second-largest reserves of rare earths, positioning it as a strategic partner for India.
Both countries aim to move beyond being suppliers of raw materials and expand into processing and value addition. This comes as China continues to dominate extraction and processing, while countries such as the US look to diversify supply chains.
The discussions also follow recent trade tensions after US President Donald Trump imposed 50% tariffs on both nations. India and Brazil have previously agreed to work together on defence, energy, food security and reducing non-tariff barriers to boost trade.
Artificial intelligence is expected to be another central theme of the talks. Brazil has called for a more inclusive global debate on AI governance, arguing that developing nations must have a stronger role in shaping regulatory frameworks.
Speaking at the AI Summit in New Delhi, Prime Minister Modi said, “Design and develop in India. Deliver to the world, deliver to humanity.”
Lula echoed similar concerns about equitable access to AI technologies, stating, “The governance framework for these technologies will determine who participates, who is exploited and who is left on the sidelines of this process. Putting human beings at the center of our decisions is an urgent task.”
Brazil has advocated democratising AI access while strengthening safeguards against disinformation and algorithmic bias. “When a few control the algorithms and digital infrastructure, we are not talking about innovation, but domination,” Lula said, emphasising the need to regulate large technology platforms.

As members of both the G20 and BRICS, India and Brazil are positioning themselves to influence global debates on mineral supply chains and AI governance. Closer coordination between the two emerging economies could reshape how developing nations engage with next-generation technologies and critical resources in a rapidly evolving global order.
