
In a major administrative update, the governments of Uttar Pradesh and Maharashtra have announced that Aadhaar cards will no longer be accepted as valid proof of birth. This move recalls greater scrutiny on documentation amid legal and demographic checks across the states.
On November 28, 2025, Uttar Pradesh's Planning Department issued instructions barring the use of Aadhaar as proof of date of birth. Authorities stated that Aadhaar does not contain any official birth certificate, thus cannot serve as a valid substitute.
Maharashtra followed with its own directive disallowing Aadhaar for delayed birth certificate issuance. Certificates issued using Aadhaar alone under the amended Birth and Death Registration Act, 2023, will be withdrawn.
UP’s order was signed by Special Secretary Amit Singh Bansal, instructing all departments to reject Aadhaar as birth evidence. In Maharashtra, the Revenue Department mandated cancellation of certificates approved after August 11, 2023, solely based on Aadhaar.
Action may also be taken against officials who violated this stipulation. Verification will now be overseen by competent district-level authorities such as the District Collector.
The move coincides with Uttar Pradesh’s intensified identification of illegal immigrants and border scrutiny. Chief Minister Yogi Adityanath recently ordered district administrations to establish temporary detention centres, particularly targeting foreign nationals living illegally. With its open border with Nepal, UP remains under increased vigilance.

The new directives issued in Uttar Pradesh and Maharashtra revoke Aadhaar’s validity as a standalone document for birth verification. This measure aligns with growing regulatory diligence around documentation and personal identification at the state level.
