₹1,000 Fine in Maharashtra from Today If You Missed Installing High Security Registration Plates (HSRP) | July 1, 2026

Starting July 1, 2026, the Maharashtra government is set to implement a ₹1,000 fine on vehicles without High Security Registration Plates (HSRPs), following the June 30, 2026, deadline, as per news reports. This action seeks to enhance vehicle safety and prevent fraudulent activities.
What is HSRP Mandate?
High Security Registration Plates (HSRPs) are aluminium number plates featuring safety measures such as chromium-based holograms, tamper-proof locks, and laser-etched serial numbers. These features help deter theft and misuse, making the plates challenging to alter or remove.
Initially introduced by the Ministry of Road Transport in December 2018, HSRP became mandatory for new vehicles nationwide in 2019, and later for older vehicles.
The installation costs are ₹450 for 2-wheelers, ₹500 for 3-wheelers, and ₹745 for ight-to-heavy motor vehicles in Maharashtra.
Non-Compliance and Enforcement
From July 1, 2026, vehicles without HSRPs will face a ₹1,000 fine under Rule 50 of the Central Motor Vehicles Rules, 1989, particularly targeting those registered before April 1, 2019. Vehicle owners must either install HSRPs or schedule an appointment for fitment to avoid penalties.

Statewide Inspection Drive
The Transport Department and Traffic Police will conduct statewide inspections to ensure compliance. Vehicles lacking HSRPs will be restricted from accessing services at Regional Transport Offices, including address changes, permit renewals, and ownership transfers.
Deadline Extensions and Current Compliance
Despite multiple extensions, only about 1.07 crore, or 51%, of the 2.10 crore eligible vehicles in Maharashtra currently have HSRPs. This has prompted the state to enforce the mandate starting July 1, 2026, to bolster vehicle security and standardisation.
