The central provision suggests imposing a 500% tariff on imports from nations that buy Russian-origin oil, gas, uranium, and petroleum products, a move that directly impacts India, the second-largest importer of Russian fossil fuels, in May 2025.
This bill identifies both China and India as major targets, with emphasis on countries sustaining energy trade with Russia despite the ongoing conflict in Ukraine. As per the Centre for Research on Energy and Clean Air, India imported fossil fuels worth €4.2 billion from Russia in May alone, with crude oil accounting for 72% of the total value.
The bill contains a provision allowing the President to grant a 1-time 180-day waiver on the imposed tariffs if doing so serves U.S. national security interests. Recent changes suggest an additional waiver could be allowed. Trump stated, “It’s totally at my option,” signalling his intention to closely assess the geopolitical implications.
External Affairs Minister S. Jaishankar acknowledged the bill’s impact during a Washington visit, noting regular engagement between the Indian Embassy and Senator Graham. India has communicated its energy security concerns and remains vigilant as the bill moves through Congress with 84 co-sponsors.
