Road accidents in India are increasing every year, and two-wheelers are the most affected. In 2023, around 77,539 people riding two-wheelers lost their lives in road accidents. Shockingly, about 50,000 of these deaths were due to riders not wearing helmets. Despite knowing the risks, many two-wheeler riders still do not use helmets, especially in low- and middle-income groups.

Helmets Still Not a Priority

Helmet usage remains low in many parts of the country. Even when riders do buy helmets, they often choose cheaper and lower-quality ones that don’t offer enough protection. These substandard helmets are widely available and are often used just to avoid police fines, not to stay safe.

IRF’s Proposal to Cut GST on Helmets

To improve road safety, the International Road Federation (IRF) has requested the central government to remove GST on helmets. Currently, helmets are taxed at 18% under the Goods and Services Tax (GST). The IRF wants this to be reduced to zero, making helmets more affordable for everyone.

Why Reducing 18% GST on Helmets Matters

IRF believes that cutting GST on helmets will make certified, BIS-approved helmets cheaper. This would help people from lower-income backgrounds afford safer helmets. It will also help reduce head injuries in accidents. The organization also says that cheaper access to safety gear can discourage the sale of poor-quality helmets that do not meet safety standards.

What Does the Law Say?

According to the Motor Vehicles Act, wearing a helmet is compulsory. Helmets must meet the safety rules set by the Bureau of Indian Standards (BIS). Still, enforcement of this law is weak in many areas. Many deaths continue to happen due to the use of no helmets or substandard ones.
