In a pivotal move for India's maritime sector, 27 MoUs worth over ₹66,000 crore were exchanged on September 18, 2025, under the Samudra Se Samriddhi initiative, strengthening self-reliance in shipbuilding while creating over 1.5 lakh jobs and ushering in green marine advancements.
The MoU Exchange Ceremony held in Bhavnagar put India closer to its maritime ambitions through partnerships with global players and strategic public-private initiatives. Under the leadership of PM Narendra Modi, key projects were launched, ranging from green shipping, shipbuilding clusters, water metros, to energy security measures across eastern and coastal states.
A significant MoU was signed for the ₹21,500 crore Bahuda Port Project involving Paradip and Visakhapatnam Port Authorities, set to handle 150 MTPA and create 25,000 jobs. Complementing this, the ₹908 crore Water Metro Project in Patna aims to deploy electric ferries and develop river-based urban mobility across 10 terminals, promoting eco-friendly transport.
MoUs were inked by Cochin and Mazagon Dockyards with international counterparts to build advanced vessels and yards. A landmark JV involving SCI, IOCL, BPCL and HPCL seeks to create an Indian-owned fleet, supporting domestic shipyards through long-term deals and operational expertise.

Cochin Shipyard will invest ₹3,700 crore in a fabrication unit in Kochi and ₹15,000 crore for a mega yard in Tamil Nadu with 8,000 direct jobs. Mazagon Dock also plans a Thoothukudi yard. Gujarat Maritime Board sealed multiple MoUs totalling ₹13,600 crore for yards in Pipavav, Nava Ratanpara and more.
Sagarmala Finance Corporation partnered with climate-aligned and Indian financial institutions to support projects via equity and innovative debt tools. Meanwhile, a ₹266 crore MoU was signed to develop the tallest lighthouse museum in Lothal, honouring India’s maritime heritage while boosting tourism.
These ₹66,000 crore MoUs signify a transformative leap in India's maritime roadmap, fostering port-led growth, global shipbuilding collaborations, sustainable mobility and self-reliance, while targeting over 1.5 lakh new employment opportunities across diverse regions.
