Bharat Sanchar Nigam Limited (BSNL) is rolling out one lakh 4G mobile sites across the country using technology developed within India, as per an announcement by PIB. The information was provided by the government in a written reply in the Lok Sabha.
As of 28 February 2026, around 97,906 4G sites had been installed across different parts of the country. Of these, 96,103 sites were already on air and providing services.
The Union government has approved 3 revival packages for BSNL with a combined value of about ₹3.22 lakh crore. These measures include capital support, restructuring of the company’s debt and financial support for rural telecom services.
The packages also provide for the allocation of spectrum required for 4G and 5G operations.
The details were shared by Minister of State for Communications and Rural Development Dr Pemmasani Chandra Sekhar in Parliament.
As part of the support measures, the government has administratively assigned spectrum to BSNL in several frequency bands used for mobile services. These include 700 MHz, 800 MHz, 1800 MHz, 2100 MHz, 2500 MHz and 3300 MHz.
The spectrum was assigned at prices linked to auction benchmarks. The allocation enables the operator to run 4G services and prepare for future 5G deployment.
BSNL has expanded its telecom infrastructure over the past decade. Since 2014, the operator has added 13,748 2G base transceiver stations and 39,722 3G NodeB stations across its network.
During the same period, the company also installed 1,03,305 4G eNodeB stations.
According to the government, BSNL has reported operating profits from the financial year 2020-21 following the revival measures.
BSNL is also the project management agency for the amended BharatNet programme approved by the Union Cabinet in August 2023. The programme has an outlay of ₹1.39 lakh crore and plans to extend fibre connectivity to gram panchayats and villages on demand.
The scheme includes a plan to provide around 1.5 crore fibre-to-the-home broadband connections in rural areas.
The government is also implementing connectivity schemes in remote and border areas, including the 4G saturation programme and telecom links for border outposts.

The installation of new 4G sites and fibre networks is taking place alongside existing telecom expansion programmes. Several of these initiatives are focused on rural and remote areas.
