The Maharashtra cabinet has approved a scheme to construct all-weather motorable approach roads connecting agricultural fields in rural parts of the state. The decision was taken at a cabinet meeting chaired by Chief Minister Devendra Fadnavis on Sunday, December 7, according to an official statement.
The scheme, named ‘Mukhya Mantri Baliraja Shet-Panand Raste Yojana’, aims to improve rural connectivity for farming operations. It will be implemented across all districts of Maharashtra.
The scheme allows 100% mechanised construction of farm-to-field roads, replacing earlier limitations under the MGNREGA framework. Under the previous system, dependence on manual labour slowed execution in several regions.
The new approach removes reliance on labour availability and ensures faster and quality road construction. The initiative is designed to provide all-weather motorable roads for farmers in rural Maharashtra.
The scheme includes a waiver of survey fees, measurement charges, and police bandobast expenses for road construction. It also provides exemption from royalty on soil, sand, murum, and stones required for the work.
Tree plantation along both sides of the road has been made mandatory under the plan. Cluster-based tendering in 25-km packages will be introduced to accelerate implementation.
Revenue Minister Chandrashekhar Bawankule will head the high-level committee responsible for monitoring the scheme. The minister stated that farmers have faced persistent challenges with damaged or inaccessible roads during the monsoon season.
These issues have affected crop sowing, harvesting, and transportation in several districts. The scheme will be rolled out across all districts and monitored for timely execution.

The Maharashtra cabinet’s approval of the ‘Mukhya Mantri Baliraja Shet-Panand Raste Yojana’ marks a major step towards improving rural connectivity. The plan focuses on mechanised construction, cost waivers, and environmental measures such as tree plantation.
Implementation across districts is expected to enhance access to agricultural fields throughout the year. The scheme aims to address long-standing logistical challenges faced by farmers during adverse weather conditions.
