
Bharat Electronics Limited (BEL) and Safran Electronics & Defence from France have signed an agreement to jointly produce the Highly Agile Modular Munition Extended Range (HAMMER) weapon system in India.
As per PIB, the signing took place in New Delhi, with BEL CMD Manoj Jain and Safran Executive Vice-President Alexandre Ziegler formalising the agreement in the presence of officials from the Ministry of Defence and Safran.
The agreement will lead to the creation of a new private limited company, jointly owned by both firms with 50:50 shareholding. This company will take responsibility for manufacturing, supply and maintenance of HAMMER systems in India.
The Ministry of Defence said that the joint venture will serve the requirements of the Indian Air Force and the Indian Navy.
Production of the HAMMER system will not shift instantly. Instead, the transfer will take place in stages. BEL will carry out final assembly, testing and quality assurance once the phased production begins.
As per PIB, this approach is to gradually build manufacturing capability within the country, allowing time for local suppliers to participate in the production chain.
The Ministry shared that the joint venture aims to increase local manufacturing content over time. The indigenisation level is expected to reach up to 60%, as sub-assemblies, electronic components and mechanical parts begin to be produced in India. This transition will depend on how quickly domestic suppliers develop the required capability.
HAMMER is a precision air-to-ground weapon with a modular design, meaning it can be adapted for different aircraft. It is already compatible with the Rafale fighter jets and the Light Combat Aircraft (LCA) Tejas, both operated by the Indian Air Force. The system has been used operationally by other countries and is known for its accuracy in striking targets from a distance.
This agreement follows a memorandum signed on February 11, 2025, during Aero India, where both companies had expressed their intention to work together. Monday’s signing formalises that plan and sets the groundwork for the joint venture.
As of November 25, 2025, 11:07 am, Bharat Electronics (BEL) share price was trading at ₹409.55, a 1.42% increase from the previous closing price.
