The ongoing conflict in West Asia has led to a significant shortage of bitumen in India, impacting the construction and maintenance of road projects across the country.  

This has led to escalating prices and delayed infrastructure development. 

Severe Impact on Road Construction 

The conflict has caused a severe reduction in the availability of VG-40 bitumen, a grade crucial for Indian road construction. With the estimated need of around 6,00,000 tonnes by July 15, critical highway projects face potential delays.  

The price of VG-40 has nearly doubled since March, with the current rate exceeding ₹1,00,000 per tonne, adding financial strain to ongoing projects. 

Challenge of Limited Supply 

Despite Russia's supply of crude oil, its quality does not accommodate the high bitumen grade needed, worsening the shortage. The high-demand VG-40 is predominantly produced from West Asian crude.  

The conflict in this region has led to disruptions, significantly affecting the supply chain and construction timelines. 

Government's Response and Compensation 

The road transport ministry has assured highway builders of adequate compensation for the increased bitumen costs. However, the main challenge remains securing sufficient supply before the monsoon to ensure timely road maintenance.  

The bitumen price surge has pushed infrastructure costs beyond initial budgets, requiring strategic adjustments to minimise disruption.

Potential Import Solutions 

Efforts are underway to address the shortage by exploring import options. Importing bitumen, even at elevated costs, is considered a viable solution to meet the ongoing demand, although such alternatives would still pose logistical challenges amidst fluctuating global markets.
