
The Department of Fisheries, Government of India, has launched the Letter of Authorisation (LoA) framework for Sustainable Harnessing of Fisheries in the High Seas.
The initiative was launched by Vice President Jagdeep Dhankhar in Bhubaneswar, Odisha, along with the Odisha Deep Sea Fishing Mission document. The programme is aimed at promoting sustainable fishing, strengthening the fisheries sector and improving livelihoods through responsible utilisation of India's marine resources.
The newly launched Letter of Authorisation (LoA) framework enables eligible Indian-flagged fishing vessels to undertake regulated fishing operations in the high seas.
The framework seeks to improve transparency through a digital authorisation process while ensuring sustainable utilisation of marine resources in line with international fishing practices.
The government said the initiative is intended to provide fishers with access to high-value marine resources, strengthen livelihoods and create new opportunities across the seafood value chain.
The framework also focuses on improving quality standards, traceability and international certifications to enhance the competitiveness of Indian seafood in global markets while supporting the long-term growth of the Blue Economy.
Alongside the LoA framework, the Odisha Deep Sea Fishing Mission document was unveiled to support the development of deep-sea fishing infrastructure in the state.
The initiative aims to encourage responsible fishing practices, strengthen fisheries value chains, improve seafood exports and generate employment opportunities for fishing communities.
The government highlighted Odisha's significant contribution to India's fisheries sector. During 2025-26, the state produced 12.70 lakh metric tonnes (MT) of fish, supporting the livelihoods of more than 16 lakh fishermen and fish farmers. The state has around 7.12 lakh hectares of freshwater resources, 4.18 lakh hectares of brackish water resources, and a 24,000 sq. km continental shelf area supporting marine fisheries.
Fish production during the year included 8.27 lakh MT from freshwater fisheries, 1.86 lakh MT from brackish water aquaculture, and 2.56 lakh MT from marine fisheries.

The launch of the High Seas Fisheries Letter of Authorisation framework and the Odisha Deep Sea Fishing Mission marks a significant step towards expanding India's deep-sea fishing capabilities. By promoting sustainable fishing, digital governance and stronger fisheries institutions, the government aims to improve fisher livelihoods, enhance seafood exports and support the long-term growth of the Blue Economy.
