
The Ministry of New and Renewable Energy (MNRE) has decided not to provide a blanket extension for the implementation of Approved List of Models and Manufacturers (ALMM) List-II for solar photovoltaic cells beyond June 1, 2026.
As per PIB reports, the decision comes after the ministry reviewed requests and feedback submitted by industry stakeholders.
Under the current rules, net-metering and open access projects commissioned before June 1, 2026 are exempt from ALMM List-II provisions. Any project commissioned after that date will be required to use solar PV cells covered under the approved list.
While rejecting a general extension, the ministry said certain projects may still be considered for additional time on a case-by-case basis. The relaxation is for projects where developers have already completed key stages of implementation.
According to the ministry, projects where solar module installation has been completed but commissioning remains pending could be considered.
Projects where developers have completed land acquisition, achieved financial closure, arranged connectivity, secured approval of electrical drawings, or received and installed solar modules may also qualify for relief.
The ministry also took note of an Office Memorandum issued by the Department of Expenditure on April 29, 2026. The memorandum advised ministries to treat the ongoing West Asia situation as a war-related event and suggested limited extensions of 2 to 4 months depending on project conditions instead of a blanket relaxation.
Developers seeking time extension beyond June 1, 2026, will need to submit claims with documentary proof through a dedicated portal developed by the National Institute of Solar Energy (NISE). The deadline for submission is June 30, 2026.
MNRE said an expert committee will examine the claims and recommend relief after reviewing project-specific information and supporting documents.
The ministry also clarified that residential consumers participating in the “Give It Up” campaign under the PM Surya Ghar: Muft Bijli Yojana will continue under existing scheme guidelines till March 31, 2027, even if they voluntarily forgo government subsidy. Such applications will continue to be processed through the scheme’s national portal.

Projects commissioned after June 1, 2026 will have to comply with ALMM List-II norms, while select projects may receive limited time extension subject to verification and approval.
