
The upcoming Monsoon Session of Parliament is expected to focus on five new Bills covering taxation, the judiciary, MSMEs, civil registration and protection of national honour. However, two key Constitutional Amendment Bills that had attracted political attention are not part of the legislative agenda circulated among Members of Parliament, according to a Deccan Herald report.
Along with the new Bills, Parliament is also expected to consider several pending legislations, including amendments related to foreign funding and higher education.
The government is likely to introduce the following Bills during the session:
Income-tax (Amendment) Bill, 2026: Seeks to replace an Ordinance aimed at strengthening India's sovereign debt market, attracting global capital and improving market liquidity.
Supreme Court (Number of Judges) Amendment Bill, 2026: Proposes increasing the sanctioned strength of Supreme Court judges from 33 to 37, excluding the Chief Justice of India, to help speed up the disposal of pending cases.
Registration of Births and Deaths (Amendment) Bill, 2026: Aims to streamline and tighten provisions relating to delayed registration of births and deaths.
Prevention of Insults to National Honour (Amendment) Bill, 2026: Proposes stricter penalties for disrespecting national symbols and seeks to make the intentional insult or disruption during the singing of Vande Mataram a punishable offence.
Micro, Small and Medium Enterprises Development (Amendment) Bill, 2026: Seeks to improve ease of doing business, strengthen the mechanism for resolving delayed payments and provide greater powers to states.
The legislative agenda does not include the 130th Constitutional Amendment Bill, which proposes the automatic removal from public office of constitutional authorities, including the Prime Minister and Chief Ministers, after being jailed for 30 days.
Also missing is the 131st Constitutional Amendment Bill, which sought to facilitate the implementation of women's reservation through the delimitation of Lok Sabha constituencies.
According to the Deccan Herald, the 130th Constitutional Amendment Bill is still under discussion by a Joint Parliamentary Committee headed by BJP MP Aparajita Sarangi. Meanwhile, the earlier version of the 131st Constitutional Amendment Bill was defeated in Parliament, and the government has not officially confirmed whether a revised version will be introduced during the session.
The Monsoon Session is also expected to take up several pending Bills.
These include the Foreign Contribution (Regulation) Amendment Bill, 2026, introduced during the Budget Session to enhance transparency in foreign funding, and the Viksit Bharat Education Establishment Bill, 2025, which is currently under review by a Joint Parliamentary Committee.
The government is also expected to present the Demands for Supplementary Grants for 2022-23 for discussion and voting.
According to NewsOnAir, Parliamentary Affairs Minister Kiren Rijiju said President Droupadi Murmu has approved the proposal to convene the Monsoon Session of Parliament from July 21 to August 21, 2026.
There will be no sittings on August 13, 2026, and August 14, 2026, due to the Independence Day celebrations.
The Monsoon Session is expected to feature discussions on five new Bills covering taxation, judicial reforms, MSMEs and civil administration, alongside several pending legislations. However, two closely watched Constitutional Amendment Bills have not been included in the legislative agenda circulated ahead of the session.
