The Ministry of New and Renewable Energy (MNRE) has put in place a process for developers seeking more time to commission solar projects beyond 31 May 2026 under the Approved List of Models and Manufacturers (ALMM) List II norms for solar cells, as per news reports.  

Developers have been asked to submit applications and supporting documents through a portal developed by the National Institute of Solar Energy (NISE) by 30 June 2026. 

Case-by-Case Review for Extension Requests 

The ministry has decided that requests for additional time will be examined individually instead of granting a common extension for all projects.  

Earlier guidelines stated that projects where solar module installation has been completed but commissioning is pending, or those that have already taken substantial steps towards execution, may be considered for relief under the specified conditions. 

If an application is accepted, the developer will receive an ALMM List II exemption certificate through the portal with a revised commissioning deadline. 

Committee to Examine Requests 

An expert committee has been constituted to review the applications. The panel includes officials from the Solar Energy Corporation of India (SECI), the Indian Renewable Energy Development Agency (IREDA) and NISE.  

It will be chaired by Sivakumar V. Vepakomma of SECI, while S.K. Dey of IREDA and Jai Prakash of NISE will serve as members. Pratik Prasun of SECI has been named member convenor. 

State-Level Panels for Projects Up to 10 MW 

For projects with a capacity of up to 10 MW, exemption requests will be considered by the senior-most secretary in the power, energy or renewable energy department of the concerned state or Union Territory.  

The ministry has directed states and UTs to constitute a 4-member expert committee within 5 working days. Field inspections may also be carried out before the final decision is taken by the MNRE.

The new mechanism lays down the process for seeking exemptions under the ALMM List II requirement, with project proposals to be examined on the basis of eligibility conditions and supporting records submitted by developers.
